Same for me on PS4.
I thought it was part of the game first, so i carried on playing.
Now after 78 hours, i'm stuck. Just one quest away from the end.
Please dudes do something to fix it as soon as possible.

I to cannot equip..on XBOX ONE. Don't have it in me to start over after 90 hrs. Hopefully they actually fix this issue. I was told they would be contacting me via email to help.

So I think I know what the problem is, and here is my theory. Basically you cannot enter the battle with the Duchess from the main ballroom entrance. Entering from that entrance leaves you unequipped as you aren't entering from an area where you are allowed to equip inventory. The progresssion of the game is such that you must return to Cullen after Jardin de Reverie. On this map you have to enter at number 39:

Then proceed to the ballroom from 41 to 43 here:

My guess is this will take you there with your inventory enabled.
MAIN PROBLEM NOW IS THE DOOR AT 39 is LOCKED WHEN I GO BACK
Unfortunately I do not have a save before the Jardin sequence so I cant test this theory. I ended up in this bug because I think I backtracked after that sequence or something. I basically cant play the game anymore unless I start over as I don't have a save before this point. So the game is dead to me now.

I also am experiencing this issue. My case number is 17555126. I spoke with Azad. Unsure if this is his real name or not but just like the others in this post, I was promised resolve and contact. I will not be holding my breath. I think I'm out 60.00 USD and roughly 75 hours of my time. Very sad that I didn't see this post earlier as I would have rushed through the mission and kept a new save point at ever single entrance. The game kept freezing up on me every time I would enter a door. By the time I realized how bugged the mission was..... it was too late. I had saved over file at 65 hours that I cannot retrieve and I will not start over just to get back to this point and have it happen again. This has been going on for at least 2 months according to this thread and they haven't addressed it yet. Why would they now?

Ok, this isn't the best solution but you might have a save in the cloud. I did. I only lost like 6 hours. Thank god a friend thought about it because I've been online with tech support and they just blew me off. How did they even get their jobs when a banker told me how to fix it!!!!! Or at least not have to start over!!!
