cant complete shards in the coast quest

One shard location isn't highlighted on the storm coast map. Progress shows 12/13 shards collected but no more highlighted markers.

A map with all 13 shard locations marked (as active quest)
Ones in the Green box are visible from the Ocularum by the main camp
Ones in the Red box are visible from Morrin's Outlook

Ones in the Blue box are visible from the ocularum near the second inquisition camp

Ones in the Purple box are located in the cave.

Will I be able to collect the shard if it isn't highlighted on my map?

Find the matching Ocularum and try to sweep the relevant area again? You mention the cave and morrin's step ones, but definitely check all of them.
