Count me in having the same issue. I bought the game when it first came out from my local Base Exchange. I played it before on a different computer (I rebuilt the current one to play BF3 when it came out.) I decided to install it just now to play and, get through Awakening (which I bought when it came out but never played it.)
OS: W7 64bit completely updated
Firewall: Norton 360, did all appropriate changes to let the game through
Bought game: Base Exchange when it first came out.
Installed from DVD, I reinstalled V1.5 just to be sure it was up to par.
For the DLC, it shows red exclamation points for all of them. Nothing shows under available, nothing shows under installed. Everything shows up under downloading. I try to download but it tells me failed. Weirdly, in the part where it shows what version you need, it shows the version numbers in red. I'm not sure if the game isn't seeing the version numbers properly or not but, I did notice it. I have not tried to manually install the DLC yet though. I will probably get there tomorrow.
If there is any more information needed, please let me know. I'll bookmark this thread so I can keep checking it.
Edit add: I received no error messages when I installed the game or, tried to run it.

I have already posted my information in a thread below, this is a further problem with the manual installs. I went and did all the manual installs for the DLC but Stone Prisoner is not showing up in my quest list for premium content, nor is it triggering after Lothering. There are also two other 'blank' spaces under premium content in my journal and I can't remember what those other two were, I did purchase all the DLC so those spaces belong to something I am forgetting. Warden's Keep and Return to Ostagar show up fine in the journal, but nothing else does. Maybe because missing that second file with the manual install for stone prisoner? I have vacation time, help me enjoy my game! More mass effect in the meantime.
Well, with the help of dragon age wiki have solved at least that part myself for the Offer files missing. So now with everything downloaded and manually installed it's all working fine. Still can't use the in game downloader though, no connection, but at least I can get into my save game and use my dlc.
