Does it say the exact name of the missing XML file?

I've been following these threads because I've recently purchased the ultimate edition and have been having the same issue with the "Download failed" message. Previously played the game back when it was released and getting it to work correctly then was a chore as well. But anyway on to the current problem.
I think it's pretty obvious that there is an issue on your end with the servers. Making everyone jump through hoops on our machines seems to be nothing more that a waste of time and possibly a delaying tactic.
I've uninstalled and reinstalled multiple times. Manually purging all the bioware, Dragon Age, and electronic arts folders each time. Manually rooted through the registry. I've tried installing it from Origin and then went back and tried from Steam.
I've tried installing it on two other PCs I have, that have never previously had a version of the game installed, and have the same issue persist on those computers as well. I've even purged off my new ultimate edition and reinstalled my original deluxe edition of the game. Same error.
As a side note I find it funny that even with the new ultimate edition I still had to manually install the DAOupdate service 4 years after the original release date. I mean really how hard can it be to get the install on this game right.
Great game, Poor install execution.

The missing file was:
DAUpdater.xml
Which I found in the bin folder you suggested I delete in my recycle bin. I moved it into bin_ship and I was able to manually add content again.
I then found a post about adding:
DAO_PRC_OCP_2_1.0.dazip
DAO_PRC_CP_2_1.0.dazip
As both were needed. Now I have Stone Prisoner content working but the odd part is it's still trying to download.
The immediate need has passed but I will track this thread as I'm not willing to buy more DLC until this is resolved.

I will also add this is why people do not trust online activated content. We spend money, we get headaches.
What you get out of this is obvious. What we get is spending money and are not able to use our content.
What if you turn your servers off? All these people are screwed?

As I wrote in the thread of my own creation - I suspect this really is simply a case of the patching server not being located on the URI the files indicate it should be at.
http://na.llnet.bioware.cdn.ea.com does not seem to exists.

Hello.
I have same problem.
I have bought the game from Origin and didn`t have any issues with DLC when I was playing DAO in 2009.But few days ago I reinstalled the game with 1.05 patch. All DLC were showing as Install Failed. I have tried to install DLC without 1.05 patch but it didn`t help.
Then I tried to install DLC manually and started new game. DLC are showing as Installed but Location for Stone Prisoner`s start quest isn`t appearing in game.
Also I have tried to load old saves. All content was working and Shale was there with my character in game.

This is still an issue for me. Same deal, worked great in 2009 but on a new install I am unable to access DLC quests. I can use DAUpdater to load the equipment DLC (Blood Dragon Armor, etc) but when I do it for quests the quests never show up, not on map or anything. Tried the all solution o nthis thread and in linked threads to no avail.. Perhpas the offer file needs to be loaded in via DAUpdater?? Is there a link to those files.
