Can't download this game specifically
All other EA desktop games downloading perfectly fine. Tried reinstalling EA app, tried running in admin. Tried restarting computer.

@LucidMadness i might have found solution!
i went to my DAI in library, go to: manage add-ons, choose any dlc/addon and try downloading, it automatically added game download for me before installing add-ons/dlc's. game is being downloaded as i write this.

The DLC-first download method worked for me, but only after getting the latest EA App update.
