Can't move right in any in-game menu

Been trying to get any kind of help with this issue to no avail.
For some reason, I cannot move right in any in-game menu. For example, in the beginning of the game, I can only select "human" as my race, because I can't move right to select a different race. I have tried a different controller, reinstall, restart & power cycle. I have even tried playing the game off the disc and downloading the game. No change.
Please help! I'd really like to play the game, but if I can't properly navigate the menus it's essentially unplayable. I've attached a video for reference.
