Can't rescue people on a certain quest?

To avoid spoilers, there's part of the main quest where you must rescue some villagers. I see them on the ground and it says "Rescue [Name]". Clicking on them doesn't do anything. It seems like a bug? Or am I not supposed to be able to do anything?

    Edit: It works for me I just wasn't holding down the button.

    What is the trick? I'm on a PC with mouse, and I can't get the person I'm trying to rescue to do anything despite the circle/dot and hand pointer.
