I personally don't know of a way to change a worldstate once the play is started. There is definitely no way to do so from in the game, or with game supplied tools. So yeah, if someone listed a complicated series of steps, then this is likely your only hope to change mid-play.....or restart your play again with your wanted world-state and double check that it does indeed download it, as is USUALLY does list the world state as downloaded and which it is.....but I have had issues with it not getting it 100% correct even then.
I would make a backup of your saves to tinker with, so you don't lose your current play and can easily restart your tinkering if you need too.
