why would cpu cause graphic glitches?
I dont have this issue in other games and i'm not the only one with this issue so its impossible to be cpu related.
Its the game's fault.
You could try to craft the same armor i'm using ( The armors name and where to get it is in the video description ) and start jumping and walking around with max settings if its not too much for you... Since this issue is happening with variety of people ( Consoles included ) I really doubt its a hardware side issue.

Just throwing it out there. I also believe it's probably a game issue. I may try to craft that armor and have a look.

My cpu is a 4790k i7...
Its something related to particle quality, if i change particle quality to low it stops happening.

Edit 2: Alright, I crafted the sturdy battlemaster armor. I spared no expense. I put dragon bones and scales in there. 🙂
I did see the issue you described, but it depends on the character's race. I saw the glitch when equiping Cassandra with the sturdy battlemaster armor, but the armor looked fine on my main (female elf warrior).
