I've had this issue as well on PC with the digital deluxe edition. Around 85 hours into the game I was completing the hissing wastes and my companions finally started bantering about quests I'd completed in the first 20 hours or so of the game. Every other area has had maybe one or two party banters in hours and hours of exploration.
