I also have this problem. Pre-ordered PC Deluxe Edition. Been playing 30 hours now, probably got maybe 7 banters all up in that time (mainly Cass and Varric).
Really hope a fix comes for this soon. Banter is one of the best things about this series and it is really frustrating to be missing out on so much.
