From as near as I can tell, this is absolutely a bug. See over here http://answers.ea.com/t5/Dragon-Age-Inquisition/No-options-when-talking-to-Iron-Bull/m-p/4041323#M14306 where a lot of people are also having issues talking to him. If you flirted with him, you should be able to go into a romance immediately after his personal quest. In fact the very next conversation starts the romance. Sorry :C
