[Connection dropped out, Restart Fixed] Can't talk to side-quest givers

I've tried to talk to a few quest givers

Hinterlands:

Worried Scout

Widow Maura

What happens:

They say their opening line, camera zooms in focussing on the quest giver and I, and then nothing, no options to talk.

Side-quest I could get:

Blood Brothers, that was from a note.

I'm 100% sure my problem is specifically with the NPC Quest Givers, please abvise D:

EDIT: Okay you know what, I just restarted my computer, loaded it up, quest givers don't ignore me now, might of been because my internet connection dropped out earlier, darn australian internet >.<
