Try loading an earlier save. It may be that the save is corrupt or that particular plot flag isn't firing correctly.
If that doesn't work you need to back up your save file somewhere safe and completely uninstall the game then re-install.
I uninstall and re-install the game and it doesn t work. I try with 2 different caracter, and it s always the same..
