Hi, I am no expert but it seems your cpu is bottle-necking. Your hastebin does not list the actual graphics card but I am guessing a R9 280x or R9 290 both of which will bottle-neck a FX 4100. May I suggest asking on Tom's Hardware or Overcloak.net for technical issues, you will get the attention of some real smart technical people who know just about everything about pcs.
