DA inquisition way of the assassin mobs not spawning

i have 2 tokens one from a person at the docks and near the dragon but i need the token from the mobs near the astrarium but they dont spawn at all. i know where they spawn but they arent there no ma...

its okay guys if any of you have the same problem open a save that is before you unlock crestwood and then try again it has spawned for me now so its all good.

You need to go to the requisition table to craft your assasin blade
