(da2) Black Emporium won't download

I am at a complete loss at what to do now. I have all other DLC'S downloaded but the Black Emporium just don't download. The box isn't greyed out, I click it and nothing happens in the origin client. Sometimes it changes from "download" to "add to queue" but that doesn't change anything. I have downloaded the dlc file from here (https://help.ea.com/ca/help/faq/dlc-for-classic-games/#dragonage) but it says DA2 needs to be installed, which it is, and so I don't know what else to do. The dlc does not show up in my game at all, not even in the downloadable content area. Any help would be greatly appreciated.
