To confirm do the DLCs show installed with no errors? Also, did you try a new save after removing mods by chance?

Yes, they are installed and there are no errors. They all show up in the downloadable content tab on the home screen in game, as well as showing up as add-ons in the EA app. I just don't know what's wrong and it's really frustrating!
Also, when I uninstalled the mods, I uninstalled the DLC, repaired the game, then reinstalled them and started a new game, as I'd seen someone recommend this years ago. It still didn't work!! Is this one of those cases where DLC might only show up in Act 2???

Apologies for the delay, to confirm have finished the prologue?
If so, can we try the following and relaunch the game to see if the DLC is enabled?
Delete EA License Files:
- Make sure the EA app is closed.
- Press the Windows key and "R" at the same time.
- Type or copy and paste "%ProgramData%\Electronic Arts\EA Services" (without the quotes) into the new Window > ENTER
- Enable View Hidden Files and Folders
- Delete all files in the "License" folder.
