DA2: Unable to launch

After playing DA2 Ultimate Edition (bought on Steam), it fails to launch on PC.

I've been having issues with it from the start: the game wouldn't launch in full window mode and would crash frequently. Then it started having issues launching. I tried:

• Disabling every overlay possible (which did help at first, it seemed).
• Ending EA background processes.
• Running the game offline.
• Running the EA app as an administrator.
• EA app recovery.
• Verifying the file integrity in Steam.
• Reinstalling the EA app.
• Reinstalling the game.

Nothing seems to be working now. The game is refusing to launch. Are there any reliable solutions, or should I just give up and get my refund?
