DA:I will not load the custom world slate from keep on steam PC

So I have been trying for a LONG while now to get my game to sync up to dragon age keep. I have a whole thing set up from Origins all the way to Inquisition, all three games are on steam. and yet I can NEVER get the game to actually load my keep World State, and I just keep getting the default world state. can someone PLEASE help me with this? I have combed over past Guides and Forums on this, and nothing seems to work. Do I need to just play through the other two games first on steam to get it to transfer over or WHAT?

the things I have done so far
Uninstall and reinstall the game
Tried multiple world save slates
double checked my stuff has been exported
turned off the stuff under the account options
Turned back ON the stuff under the account options
Tried starting a new game, then making a second new game to see if the slate pops up then.
Made sure the account listed for pc was the same as my EA account
and nothing works.
I have also made sure that Ad Blocker and VPN are absolutely off on my browser.

PLEASE help me I have no idea what I am doing wrong. I can provide pictures of my keep and what it looks like on my game if needed.
