Dead Caste quest glitch

 I've gotten about halfway through DA: Origins  on PC and I've almost finished the Dwarf quests entirely but for some reason the game won't let me give the Legion of the Dead info  to the the Shaper of Memories.  The quest log says incomplete, and the quest tag won't pop on the map as well.
