When I'm in the War Room and have 4 perk points, I try to choose deft hands, fine tools, but I get told I need 4 points of that category. What Category? Why don't you have an extensive manual? The wiki page describes the ability and how many points, but doesn't go step by step.
Literally the category you are currently in. You need to have invested four points in "secrets".

I'm saying you have to invest 4 points in secrets before you can get "deft hand, fine tools". Not sure where you're getting the 8 points total from.
You need to have 5 points in Secrets (including the 1 point to get skill itself) for Deft Hands, not 8. The easiest way to do this is to recruit Agents into Secrets.
