Dialogue audio very low volume
i do have surround sound. No matter how i set it, the dialogue audio is extremely faint and sounds like it is in a far away tunnel.

I have the same issue, have tried setting the speakers to headphones and TV, (default seems to be Surround Sound and I thought it might be pushing dialogue to a channel I don't have). It doesn't help. Combat voices are fine but you can't interact with NPCs like this.
I have had to turn on subtitles, which is really an annoying workaround
