Reinstall DirectX 9 or 10. Try a different graphics setting for texture quality. Also make sure the high resolution texture patch is not installed.
Also keep in mind your graphics chipset doesn't meet the system requirements.

I do find it odd... even tho my graphics driver isn't as good as recommended I didn't have the same problem several months ago (like I said previously). :/
EDIT: I didn't find anything else (working) that reinstalls DX except doing system recovery but I'd rather not do it because I don't have a save point for it (my loss). I tried to "fake" the dx version through regedit but it doesn't seem to work or I somehow did it wrong(?). I did however do a new reinstall and this time I didn't get any of the dlc (including high res) and I patched the game from oldest to latest (tested each time with lowest video settings and dx9) but no progress...
EDIT2: I'd say that reinstalling dx doesn't solve anything because dxdiag can't find any errors and every other game works as they should. Also fix to first post: I have intel HD graphics 4000. And I finally found out how ro revert to previous version of the driver. Once I get home I'll give it a try.
EDIT3: Didn't work because I have a laptop and it doesn't support other versions... had to use system recovery to get the original driver back. Does anyone have any more tips what should I try?
