Dragon Age 2 Ultimate edition 'High lord's belt missing'?

Hi there, 

Restarted playing it DA2 and 93 percent in.

and now it's saying missing The high lords belt, unauthorised?

I have uninstalled reinstalled, updated my character on EA server achievements, 

but still wont load.

I even have a backup of my saved games, put it in the bio ware character folder then it says cloud is full, use local data, which just do's the same thing, pulling my hair out here.....

Is there any where i can just dowload it as dlc?

It is an achievment tho, and one group said use the origin site free download, but origin is gone Im afraid.

Any help would be great and very much appreciated.
