I found out something that worked for me.

After the 2nd time uninstalling the game, when I went to install it for the 3rd time, I unselected all the DLC and then reselected it and it worked. Not sure if was just correlation or a possible fix, but I am able to access all my DLC now.

@Hvalek The DLC is now no longer sold separately, everyone's copy of the game has been upgraded to the GotY edition, which included all the DLC. This unfortunately hasn't gone smoothly for everyone, but thanks for posting what worked for you, it might be helpful to others. 🙂
