[Dragon Age Inquisition] Low FPS and Low GPU Usage

I have an NVidia card running the latest driver - (344.75) - and i have exactly this problem on any setting except the framerate is worse.

The only time I got any action via the GPU with the game was on Ultra but the game was as unplayable as it is on any other setting, and on any other setting it looks like it's barely touching the GPU.
