@Bassim111 Unfortunately, no. I don't think it's possible on the engine this game uses (it's completely different to the previous games). Tactical cam does let you move with the mouse, as Fred says, but I don't think you'll be able to play the entire game like that, not sure you can even access tactical cam in areas like your main base. Also makes things like jumping difficult, if not impossible.
Some people have found using a controller helpful, would that be possible for you? I know it's not an option for me with my arthritis, but different people have different issues, so thought it would be something to suggest.
Sorry there's not better news. Some days when my hands are playing up I really miss being able to move with the mouse, too.

I think you're right. Plus, they also removed the ability to run by holding both mouse buttons, which was always a great feature. Tac cam is also not available straight away. You have to do a fair portion of the tutorial before it's unlocked.
If you are fine with not having mouse control in hub worlds, then I think the game should be playable. I made a short video demonstrating mouse movement and combat (or rather me killing innocent foxes) using only the mouse.

what a mess! :°(! I guess they tried to imitate oblivion and Witcher and make the game action/RPG! but in my humble opinion, they made a mess of the controllers!

I think the main issue is that it was designed for consoles with PC being an afterthought. With Dragon Age Origins it was the other way around. Origins was supposed to be a PC exclusive but then they decided to make console ports, and the console gameplay wasn't well-received. Dragon Age II is similar to DAO in many respects, but the controls were also vastly improved on consoles.
I could write an essay about the issues I had with Dragon Age Inquisition. I think it's a great game, but there are still some glaring issues that I wish they would address. They improved a few things in patches, such as the inclusion of auto-attack, but it's still far from ideal in my opinion.
The following video sparked some outrage on the BioWare forums once it turned out to be an enhancement of the truth:
