So I assume you would like to purchase Dragon Age Inquisition in a digital form on your PC, right?
Could you tell me what's your country of residence? I'll check if the digital edition is available in your country 🙂
If it is available, you won't need Origin Access to purchase it 😉 And that world state creation feature, which you've mentioned, is called Dragon Age Keep - again, you only need the game to have access to it.

It is a holiday weekend here in the US where EA is based, so I wouldn't expect an answer before Tuesday at this point. You may get lucky but I wouldn't hold my breath. I will post up a note to Mods as a reminder.
