I was having the same problem, and I tried everything listed in this thread. then I discovered all my folders and files had been set to read-only by a recent windows update.
SO... check your folder (the one with dragonage.exe in it) see if its marked as READ-ONLY and unmark it. BAM everything worked again
apparently its a common problem for windows every now and then
