This is indeed weird, since there is no way you can miss finding Branka - the game will not let you proceed forward otherwise. Maybe it is the Codex issue? What was it called?
Also, I saw somewhere that world states do not always sync all the tiles properly, try changing it back and forth in the keep and sync again.

Post#111 yes, it seems it does not work on xbox, maybe it still synchronizes the files through different means. Try looking through other settings, maybe there is something else you need to turn off as well.
It worked for the Keep import for me but not the Golden Nug.
Apologize, just had to quit the game and relaunch to access the Golden Nug
