Ok, tried adding some information to my post on what can possibly prevent PC users from using this workaround, but it just disappeared altogether instead. Oh well. Sorry for the inconvenience, guys.🙂
This is a repost of my earlier solution, hopefuly it can be pinned again.
A Temporary Fix for PC/PS4:
-> launch the game and go to the game settings
-> uncheck all 3 options of syncing your data with the servers (send my data to the keep, send my data to EA, log in automatically)
-> restart the game
-> log in manually - I saw that some people miss these steps, you need to restart the game for this to work.
-> start a new game
If you are still having problems, check if you have Origin In-Game Overlay turned on. If turned off, it may result in a "not able to find the custom world state" error. Tested this multiple times on my DAI and Origin clients. Hope it helps.

@dalekroux 's solution worked for me on the PS4, many thanks! It took about 3 times restarting and checking and unchecking, but it did work in the end.

I'm having this issue. I play on the ps4, so I dont know it this will help others.
Open up the game. Go to options, then go to the account settings. Uncheck all three checked options under account settings. Save changes, close game. Open game back up, DO NOT RECHECK THEM. Click new game if you are creating a character (I think most people having the issue are) and pick your choices, once you get to the part where its showing you all your cards, itll ask you if you want to upload from DA servers. Hit yes and it SHOULD work if it connects to the servers. It worked for me, might not for others.
I hope this helps. Also, I think it has to do with one of the settings in the account settings. Maybe the auto updating or auto logging in.

By unclicking the accounts in options then restarting the game then logging back on works for me. This thread was helpful.

Also, I think keeping them unchecked for now would be a good idea. If anyone tries it on xbox or ps, let us know if it works.

Maybe I have bad luck or bad timing, because I experienced this same issue two years ago when I first played the game. Since it was such a hassle I just gave up and used the default world state. Now two years later I'm looking to pick up the game again for another playthrough and still the problem persists. I've imported my custom world state from the keep, but when I load the game and start a new file, I'm not even given an option of importing anything, only the default world state is available. The menu gives a prompt of "To import a custom world state, log in and visit the Dragon Age Keep" as if I haven't already done this several times.
I'm on PS4, I am always online and logged into Dragon Age's servers, and my EA account is linked with my PSN. I don't understand why it isn't importing my custom state. I just want a playthrough with fem Hawke for once dammit. ☹️

@PenguinKayla Also moved your post to the current thread, the workaround was discovered several days ago and works for PC & PS4. Unfortunately no such luck for those on Xbox.
