There will be an online tool called the Dragon Age Keep that allows you to make a world state from scratch, upload it in the cloud, and then use it on any platform you wish. BioWare expressed interest in allowing players to first upload their save files to the keep, but there won't be direct save file importing. From what they told us, the Keep will be vast with pretty much every relevant decision being taken into account.

One of the benefits of not having direct save imports, is that Dragon Age saves had quite a bit of bugs in them. Some decisions didn't carry over correctly or were retconned completely. The Keep should fix those problems.
