This was actually one of the first solutions I tried from reading other threads.
Sadly it did not change anything about the situation.
From what I can tell perhaps the main issue is that even when I have the DLC installed, the EA app still refuses to acknowledge its existence.
From attempting other potential fixes, I managed to get the DLC to lose the "authorisation needed" by editing the .xml files, however they still do not appear in any existing or new games for me.
@HopelessPieceOf The authorized error you get is in most cases a Windows permission or something within a security program such as an antivirus that blocks the install folders from allowing access or permissions.
Have you done a reset of Windows, or tried a new Windows Admin account with a reinstall to see if they show up?

I have also been having this issue, I did as you suggested with the history and all that I even used Revo to remove any potential conflicts with old registries etc. Went so far as to buy the game again (DA2 Ultimate) and installed the new one with the key same issue. so to sum up what I have done,
1) did the change xml files from 1 to 0 and while that did make them all authorized the main dlcs (assassin and tresspass never started) nor did the rogue, warrior and or mage packs show up in game.
2) complete uninstall of game along with a deep clean of computer to remove any remaining registries and or history, cache and so forth.
3) been to dragonage keep did the sync careers and manually activated the dlc there as well..some minor things like the dog, also few baubles did eventually appear but nothing from the packs mentioned above. For the record sabastian and black emporium always worked the dog was hit and miss.
I would be happy to give a admin my login info or whatever is needed so they can log in and see what luck they might have getting this to work, I just want to complete the whole game just once including the main dlc.

@Aria1 We wouldn't be able to log in as you. I want to clarify with you. When you log into the game, do you see errors or does it just not show up in the game for you, and you simply can't access that DLC?
Can you attach a screenshot of what you see?
There are a few things you can try I can send you just in case. However, there are only a few reasons why the unauthorized error happens.
- Permissions
- Cache issue
- You don't own it
- Bad install
- Game/client/dlc installed in different directories on your PC
Once you start ruling out each one, then it becomes more of an issue with how its being installed and where vs a DLC issue.

I seen this list of possible reasons for the dlc not working from you in another post, as I said I purchased the ultimate version after already buying the dlc before when it was separate I will take a screen shot when logged in so that we can without a doubt rule out that it is a legitimate purchase.
I have reinstalled more times then I can count, 3 or 4 times that day I posted to you as matter of fact. I always run the game with admin privileges I had tried clearing the cache before it had no effect. Right now I have all the dlc at authorized due to the xml edit...but all of the dlc and misc packs I mentioned in other post still are not showing up in hawks mansion as they are suppose to. As for wrong directory ..went so far as to let it install into default C this time and made no difference, also everything installed in correct folders.
