I read that some players could get around the error by manually changing the date on their PC to a year ago. However, I understand that this isn't ideal.
Have you tried reinstalling EA app and/or deleting its cache? More info here: https://help.ea.com/en/help/ea/ea-app/game-download-install-load-troubleshoot/
I wish I could help you further with troubleshooting, but I also just installed Dragon Age II and didn't experience the same problem, which makes it harder to follow along. This error isn't super uncommon, though, but I've seen it occur more with The Sims 4.

Clearing the cache actually opened up the repair option for the game...which hadn't been there previously.
Ran the repair, but still getting the same pop-up when I try to open the game. <sigh>
Opened the task manager and it shows that the game is running, but it is not showing up.
Just updated drivers, but can't update to Windows 11...wonder if that's the issue.

I don't think the Windows version really matters.

I hope you will be able to resolve this soon, but I'm sorry to say I don't have a good answer yet.
