Revo is a programme that cleans up the entire installation, something that an uninstall routine or Windows uninstall will almost never do.

There are two possibility's here, one is a problem on your account, the other leftover files that let EA app "think" that the DLCs are already installed or that you have no permission to do so.

A true clean reinstallation will tell us what it is.
