There is a "Program Compatibility Assistant" error regarding DAi in your DxDiag. Did you tried to run the game in compatibility mode?
There is a Frosty mod manger crash as well. Do you use mods or did you tried to use them?

I did try running it in compatibility mode as I read it fixed the issue for some people, but did nothing for me.
I've tried running it both with and without mods and I've also tried running the game through Frosty Fix without any mod loaded since I read it could be a fix.
Small unrelated update: I downloaded Apex to see if EA would run any other game and I was having the same issue with it as well, then I updated EA app through the eaupdate exe and it fixed the issue for Apex but not for Dragon Age.
Bump, still haven't found a solution.

Did you played DAi on a other system before?
If so, are there save files in the "Documents\Bioware\Dragon Age Inquisition\Save" folder downloaded by the EA cloud service?
If so move the entire "Documents\Bioware\Dragon Age Inquisition" folder to your desktop > Test the game.
If that don't helps, delete the "DragonAgeInquisition.exe" from the DAi game folder and repair the game > Test.
