I have no idea what the EAapp has broken. Anyway, FrostyModManager has fixed the problem. I can play Dragon Age Inquisition normally again on my desktop PC.
As I said before: the game didn't even start as a new installation (installed via the EAapp, mind you)
Then, out of habit, I started FrostyModManager and clicked Launch, even though there were NO mods in the order list. Anyway, whatever FrostyModManager did without mods, the game has been running again ever since.
