@mayflyDecember1 Wanted to follow up on this one and see if you were still running into the issue with the content.

The Ultimate Edition isn't all one file no. It gives you access to the content in the addition but you still have to download it.

I am Also Having this issue and have reported yet have at this time received no reply reported 2 times through different channels in fact and the App shows the content to be installed yet it doesn't show up in Game.
Ohh forgot to mention I own Dragon Age Origins Ultimate Edition. The issues I'm having aren't with play but with a game I purchased years ago From Origins.

  @Bikerdruid Are you downloading the UE through Steam or the EA app?
  
  Do you have the game/EA app/Steam all saved to the same HDD?
  
  Do you see the DLC showing up in the default location?
  
  Steam installs it differently than the EA app.
  
  Steam: C:\Program Files (x86)\Steam\steamapps\common\Dragon Age Ultimate Edition
  
  EA app: C:\Program Files\EA Games
