[EA app] Game drops to 1 FPS (pause effect)

I've played the game at release and it worked just fine. After finding the trailer for IV I decided to play again the trilogy. It all works fine until I got to DA:I. 

The game runs at around 100 FPS and after a few minutes starts to lower the FPS to 1 or 5 or 6 (when started to get the problems I enabled FPS counter) for a few seconds, it's like it put itself on pause. If someone is talking it repeats the word where it stopped like "I wonder if the inqu... inq inq inq inq inq inq inq inquisitor is aware" 

My system is over the recommended specs. above the specs

And again, I ran the game just fine when released with even less RAM. 

I've tried everything I could find that says to fix stutter, the thing is that the game doesn't stutter, it runs just fine and then after a minute or so it halts as if it were on pause, stopping mid air on a jump. I realized that even the FPS stops at 100 or so FPS and after gaining control back it briefly shows that FPS came down to 1 to 5 FPS. 

I'm running the game on an SSD, OS is on an SSD too. EA app overlay thing off, 4gb patch, tried lower graphic settings, disabling anisotropic and other advanced settings that said to fix stuttering, etc. etc. Again, my problem doesn't seem to be related to stuttering since it runs constantly at 100 FPS, it's just these kind of pauses for a few seconds that I can't find the fix for it.

    Try to repair the game.

    (Origin: Game Library > Right-click the game cover > Repair)
    (EA app: My Collection > Click on the three dots on the game cover > Repair)
    (Steam: Game Library > Right-click the game > Properties > Local Files > Verify integrity of game files.)

    If that don't helps,create a DxDiag in text file format and post it with your next reply. You can do that with the "Choose file" button at the bottom right corner of the reply window.

    I've reinstalled the game clean, I even formated my Windows disk and started all over (not just because DA:I but I had to clean a bit) 

    I've attached the log from dxdiag. I can see some errors related to DAI and even DA2 tho never had a problem with it.

    @syrdax 

    Your Window 10 build is 19042, that build lost all support at May 10, 2022.
    Are you blocking Windows feature updates on purpose?

    The driver for your GTX960 is from January, which is not very recent.
    I don't think you need to install every new driver if you're not having problems, but if you are, you should update to the latest version.
    Please install it this way:

    • Follow this manual to the letter to cleanly uninstall all NVIDIA components.
    • Install the graphics driver > Go online.
    • Test.
