Most likely, though not 100% was something was messed up by the mods, and if you removed the mods, repaired and it still didn't work, then MOST LIKELY you are Out of Luck. You MAY have a character(NPC), or item(armor and such) that is interfering with the load in this area......but from what I have seen in history, when this happens, you basically can't do this area on this character. Sometimes it is character specific, and others it is game wide.
Maybe a DxDiag file would help, or a list of mods...but if you are running mods, then I would start by looking at their sites and forums and see if anyone had similar issue.

I've had a look at the bugs/posts but I haven't seen anything like whats happened to me.
Also, the War Table quest The "Bog Unicorn" has not appeared. May or may not be related, but I do have the correct DLC installed for it.
