Exalted Plains Riverside Garrison Rift Isn't There (DA:I)

it's under the keep. look for a cave entrance.

I had to reload a few times... but wound up doing the "trouble with darkspawn" quest first, to get behind that wall with the locked doors.

once I completed that and went back to the keep the cave entrance was there. at the base of the keep.
