"Failed Assassination Attempt Inquiry" operation not showing up

This is the war table operation that is supposed to be unlocked by siding with the Qunari during the "Demands of the Qun" quest. (I am playing the PC version)

I finished the quest and sided with the Qunari. I finished "Wicked Eyes and Wicked Hearts", "Here lies the abyss" as well as "Champions of the just". 

I googled this and I seemingly am not the only one having this bug. 

I also repeatedly tried talking to Iron Bull - no change. 

What can I do?
