i keep reloading and nothing, think i will give up on this quest

I've got the same problem, couldn't find Bron . Afterwards he appeard inside the house but can't complete the quest..he keeps saying the same line for giving me agan the same quest with the watchtowers, which is allready done but can't complete it ☹️
You complete it at the war table, not with Bron. But likewise I can't find the guy to pick up the quest in the first place.
- You can't complete it at the war room, the mission from the war room is already completed and bron says the same like the others
