Really? I recall having no problems getting them to drop from outlaws... Then later on in the game.. Certain factions move in that can drop them as well IIRC.
- Weird. Because I'm getting neither Fereldan Locks nor Orlesian Cultural items (Ancient Writings and Orlesian Tomes). I haven't even finished the Exalted Plains (where the Orlesian Culture recipe is), and the cultural items aren't dropping.
