They are typically dropped by bandits around the Southern portion of the map. It's spawn chance is apparently tied to the "completion" of the Hinterlands zone.
I'm having the same issue, no way to get those locks. The worst is that I didn't see any quest fixed in the patch 3 release notes, so I will wait for patch 4 to continue my solo game.
