'Flaskmaster' Skill from tempest is bugged
The Flaskmaster skill from the tempest spec line never activates the 25% chance. A flask is consumed every time. Tested with many, many flask attempts on Sera. A flask was always consumed.

Make sure you read the skill again. It's 25% chance to not consume one of your Potions on your bars(Not HP pots).
Things like Jar of Bees and Lyrium potions will proc it. It is not for your skill elixers
