When I have The belt of superior focus equipped (30% focus gain), the corresponding attribute under character stats does not change. It's always at 0% I'm not sure if the belt actually gives me impr...

Make sure you have a focus spell equipped in 1 of your 8 slots or you won't see your focus meter at all. You gain focus points during battle, the belt just helps achieve points faster. You will need to purchase inquisition perks to expand your focus meter to fill all three focus bars.
