If the first door has opened the quest is not bugged. You simply haven't got enough shards?

I also thought I had shards enough but I didn't. I had to go through all maps to discover the skulls. They don't show up on your map if you haven't been close to them. So, you will not know if there is a skull in a map before you have been travelling all over it.
