FPS drops and stuttering with gtx 1070

Hello
I have bought Dragon Age Inquisition and I have problems with my fps and also stuttering problems.
In areas like Redcliffe I get fps as low as 35 and have heavy stuttering with fps drops.
In other areas,there is a fps drop and stuttering when I turn the camera in 360.\
Tried to lower settings to the minimum,better results but still fps drops and stuttering.
Drivers are up to date,I am pretty sure that is a optimization problem but it's kinda weird that others run is smoothly and I am not.
my specs:

GTX 1070

I5 6500

8 GB RAM

please help
